Leveler Limited is proud to announce our inclusion in the newly published Asian Cities Internationality Index 2026 (ACII 2026) report, jointly commissioned by the Hong Kong General Chamber of Commerce (HKGCC) and Ipsos.

In Case Study 08, titled "Maintain Hong Kong Premier Status as a Global Hub for Innovation", we had the privilege of sitting down with the HKGCC and Ipsos research teams to examine how geopolitical shifts, operational friction, and evolving trade flows are reshaping what it means for a city to be truly "international" in contemporary Asia.

 

Beyond the Basics: Redefining "Internationality"

In today’s commercial landscape, international standing is no longer judged solely by static infrastructure, legacy financial channels, or historical advantages. A city’s true edge depends on its ability to serve as an agile, two-way conductor for global enterprise.

During our discussions, we explored three core strategic themes that directly impact foreign founders, regional corporates, and policy leaders operating across Hong Kong and the Greater Bay Area:

 

  1. Multi-Directional Fluidity
    Traditional frameworks often measured an Asian hub's internationality by its alignment with Western corporate norms. Today, true internationality is multi-directional. Hong Kong’s distinctive strength lies in acting as a two-way springboard—simultaneously enabling Chinese Mainland enterprises going global and providing a trusted, common-law gateway for ASEAN and international firms expanding regionally.
  2. The "Macro-Speed vs. Micro-Latency Paradox"
    Whilst Hong Kong leads the region in macro-institutional foundations—such as capital mobility, legal predictability, tax efficiency, and civic safety—lean ventures often face micro-operational latency. For instance, setting up a legal entity or transferring funds takes days, yet specialized government-backed incubator and grant schemes can take up to six months for application decisions. For fast-moving tech startups, this operational delay neutralises the efficiency gains provided by our financial and legal systems
  3. Frontline Agencies as "Growth Concierges"
    To win the regional competition for global talent against hubs like Shenzhen and South Korea, Hong Kong must shift from legacy laissez-faire principles toward proactive facilitation. Frontline development agencies should evolve from passive compliance checkers into active growth concierges—adopting rolling digital triage, cross-border digital identity verification, and milestone-based micro-disbursements.
